dc.description.abstract	The main objective of this research is to investigate how is being constructed the narrative of the liberalization of the Brazilian postal sector over the last 25 years. For this, proposes to analyze the content of 2 essential documents for this construction, the Bills 1.491/1999 and 591/2021. The former, inserted in the context of privatizations in the 1990s, and the second, authored by the current government. The choice of these texts was due to the central role they have in the debates on the theme and for believing that both, each at its own time, represent the attempt the neoliberalism to advance on the sector. The method used is Content Analysis, following the procedures proposed by Bardin, a reference authoress in this field. At the end, it seeks to connect the interpretation of the analysis of the documents to the theoretical concepts that guide this work, presenting a series of reflections and new perspectives regarding the texts.	pt_BR

dc.description.resumo	O principal objetivo desta pesquisa é investigar como está sendo construída a narrativa da liberalização do setor postal brasileiro ao longo dos últimos 25 anos. Para isto, propõe-se analisar o conteúdo de dois documentos essenciais para esta construção, os Projetos de Lei 1.491/1999 e 591/2021. O primeiro, inserido no contexto de privatizações da década de 1990 e o segundo, de autoria do atual governo. A escolha desses textos se deu pelo papel central que os mesmos têm nos debates a respeito do tema e por acreditar que ambos, cada qual a sua época, representam a tentativa de avanço do neoliberalismo sobre o setor. O método utilizado é a Análise de Conteúdo, seguindo os procedimentos propostos por Bardin, autora referência nesse campo. Ao final, procura-se conectar o que se apreendeu da análise dos documentos aos conceitos teóricos que norteiam este trabalho, apresentando uma série de reflexões e de novas perspectivas a respeito dos textos.	pt_BR
