| metadata.dc.description.resumo: | O presente Trabalho tem por objetivo apresentar as interrelações inerentes ao processo histórico da política de assistência social no Brasil e suas particularidades articuladas ao primeiro damismo, no estado do Tocantins. Partindo do cenário histórico e social da década de 1942 no Brasil, com a implantação da Legião Brasileira de Assistência (LBA) sob o comando da primeira dama Darcy Vargas, quando primeiro damismo se configurou como a forma política oficial do Estado gerenciar a assistência social prestada aos grupos sociais subalternos como simples ajuda aos necessitados. Essa política de governo marcou o fortalecimento do assistencialismo, que significa a negação dos direitos sociais a quem deles necessitam sob a forma de um populismo aliciador, paternalista e clientelista, que perdura oficialmente até os anos de 1980. Com a promulgação da Constituição Federal de 1988 a assistência social foi passou a ser tratada como política de Estado e, assim, a compor o tripé da seguridade social, legitimada como direito social básico. Para se alcançar os objetivos propostos, utilizamos da pesquisa qualitativa de nível descritivo e natureza documental e bibliográfica, realizada através de produções científicas sobre o tema publicadas em livros, revistas, anais de congressos, para além do uso da mídia reproduzida em redes sociais, tais como vídeos e sites de conhecimento. Ao concluirmos a investigação foi possível perceber que as raízes do primeiro damismo, a da mulher vista como cuidadora e de “bom coração” que favorece a aceitação social da prática e estratégia política para firmar o paternalismo ainda se fazem muito presente atualmente. E no Tocantins esse quadro não é diferente. O mais novo estado da Federação possui fortes influências coronelistas e paternalistas, atrelados à ajuda do rico ao pobre e ao favor político. A assistência social perdura sendo uma prática de favor político cujas ações sociais continuam sendo exercitadas como ajuda e não como direito do sujeito. Romper com essa prática é iminente para se impulsionar a Política Nacional de Assistência Social (PNAS) e legitimá-la como política de Estado e de garantia de direitos sociais. |
| Abstract: | The present Work aims to present the interrelations inherent to the historical process of social assistance policy in Brazil and its particularities articulated to firstdamism, in the state of Tocantins. Starting from the historical and social scenario of the 1942s in Brazil, with the implementation of the Brazilian Legion of Assistance (LBA) under the command of first lady Darcy Vargas, when first damismo was configured as the official political form of the State to manage the social assistance provided to subaltern social groups as a simple help to those in need. This government policy marked the strengthening of welfare, which means the denial of social rights to those who need them in the form of an enticing, patronizing and clientelist populism, which officially persists until the 1980s. With the promulgation of the Federal Constitution of 1988, social assistance was treated as state policy and thus to compose the tripod of social security, legitimized as a basic social right. To achieve the proposed objectives, we used qualitative research of descriptive level and documentary and bibliographic nature, carried out through scientific productions on the subject published in books, magazines, congress estates, in addition to the use of media played on social networks, such as videos and knowledge sites. When we conclude the investigation it was possible to realize that the roots of the first damismo, that of women seen as a caregiver and "good heart" that favors the social acceptance of practice and political strategy to establish paternalism are still very present Currently. And in Tocantins this painting is no different. The newest state of the Federation has strong colonelist and paternalistic influences, linked to the help of the rich to the poor and political favor. Social assistance persists as a practice of political favor whose social actions continue to be exercised as aid and not as the subject's right. Breaking away from this practice is imminent to boost the National Social Assistance Policy (PNAS) and legitimise it as state policy and guarantee of social rights. |
