Conferências e planos de educação nos municípios do Tocantins: intencionalidades em disputa

Abstract

Linked to the research line Educational Policies, State and Society of the Postgraduate Program in Education at the Federal University of Tocantins, this research articulates themes related to the monitoring, follow-up, evaluation and planning of public education based on municipal education plans through the investigation of the Education Conferences held in the year 2022 in the municipalities of the State of Tocantins, as spaces and devices capable (or not) of constituting the planning of/in the field of national, state and municipal education. The general objective is to analyze the intentions of the 2022 Municipal Education Conferences held in the state of Tocantins. The specific objectives are: to situate the historical/political/legal context of the institution/organization/realization, themes, objectives, subjects, and elements of constitution of the conferences of/in the field of public education held since the Federal Constitution of 1988; to examine axes, themes, objectives, subjects of the municipal education conferences based on the Reference Document of the National Education Conference and the National Popular Education Conference and the planning, follow-up, monitoring and evaluation of the Municipal Education Plans; and to identify the constituent elements and intentions of the municipal education conferences held in Tocantins, based on the reference document and in relation to the monitoring/follow-up/evaluation of the Municipal Education Plans with regard to the dispute over the management of public education. The research methodology is based on bibliographical and documentary research, using the technique of content analysis of the documents collected. The results show that the municipal education conferences held in 2022 in Tocantins were spaces of dispute over the management of public education due to the historical, political and legal moment experienced since 2016, marked by the intentional accentuation of the identity of the education and society project of the government of Jair Messias Bolsonaro; low social participation; superficiality of the base document; and accentuation of neoliberal characteristics. The data also reveals that, at some point, the conferences were the subject of monitoring, follow-up and evaluation of the municipal education plans, presenting themselves as an exceptional space for building education planning, either explicitly or implicitly. The conclusion is that these events fostered, albeit with limits, the educational debate and the dispute over the management of education between two education and society projects for the country, endorsed by two documents with different proposals, the National Education Conference and the National People's Education Conference. The conferences have been materializing in the state of Tocantins as spaces for planning education, even with limitations, gaps and contradictions.
