Gestão das unidades judiciárias de primeiro grau na Justiça Estadual do Tocantins

Abstract

This work aimed to verify the administrative management in the First Degree Judicial Units in Brazil, and in the State of Tocantins, which reproduces the national model, and the possibilities of modifying this performance through appropriate methodologies for the local reality. The research developed had a mixed approach to cover all the objectives of this project. Bibliographic research has shown that the topic is still little discussed. In the search for public policies, the 27 (twenty-seven) state courts in the country were researched, identifying in the Court of Justice of the State of Minas Gerais, as of 2016, the mandatory unfolding of strategic planning in the first degree. After authorization by the Institution, there was documentary analysis in 10 (ten) units that carried out the planned management cycle, all the stages of that project were observed, the assessment made by the administration as to the development of the tool and the results verified in the end activity. Max Weber's conception of bureaucracy was the theoretical contribution of this research, as it helps in understanding various aspects of our culture, notably the legitimation and maintenance of power, including in the Judiciary. The documental analysis of the Judicial Units of the TJMG allowed us to conclude that the deployment of strategic planning at four levels produced positive results in improving productivity, speeding up and reducing procedural holdings and that the methodology can be replicated in the TJTO, including with the possibility of customization to meet the reality of Tocantins, with the magistrates having an active participation in these actions.
