O gênero do discurso e a sub-representação feminina na política tocantinense: eleições 2012, 2016 e 2020 para o cargo de vereador

Abstract

The research aims to situate the issue of women underrepresentation in electoral politics in order to propose specific interventions in order to face it. It focus is the reality of Tocantins in the municipal legislative elections of 2012, 2016 and 2020 for the position of councilor. It was structured in bibliographical research and in the examination of quantitative data that delineate the current condition of dysfunctionality, proposing an examination of the situation permeated by the political and democratic theories of Habermas and Dworkin. Investigated party structures, fictitious candidates and the brazilian tradition in politics, with emphasis on legislative and jurisprudential evolution about the quota policy implemented in Brazil, in the feminist struggle and in the current conception of democracy. It was found that the evolution of female representation did not progress at the speed and quality expected, which is attributed to the multifocality of the problem, which must be faced in order to attack its multicausality. He thus proposed a hermeneutic criterion conceived by ethics and values dear to plural societies to identify and face the issue of fictitious candidacies, work on social awareness and the call to action of political parties, supported by successful local and international practices, having as background democratic procedural scenario defended by the german philosopher, adequate to the observed reality, as well as the substantive equality defended by the north american philosopher.
