metadata.dc.description.resumo:	A presente monografia apresenta os resultados de uma pesquisa que buscou refletir sobre o Programa Nacional de Alimentação Escolar (PNAE) no município de Tocantínia, partindo do seguinte questionamento: qual a contribuição do Programa Nacional de Alimentação Escolar (PNAE) para a garantia do direito à educação na rede municipal de ensino de Tocantínia – TO? Considerando esse problema, o estudo teve como objetivo geral analisar às contribuições do Programa Nacional de Alimentação Escolar (PNAE) para assegurar a garantia do direito à educação pública na rede municipal de ensino de Tocantínia – TO. Em termos mais específicos busca-se: conhecer a trajetória das políticas públicas para a garantia do direito a educação; caracterizar o Programa Nacional de Alimentação Escolar (PNAE) e o seu papel no contexto das políticas de garantia do direito à educação e identificar as (in) capacidades legais e financeiras do Programa Nacional de Alimentação Escolar (PNAE) para a garantia do direito à educação no município de Tocantínia – TO. Trata-se de uma pesquisa de natureza qualitativa, realizada por meio de pesquisa bibliográfica e documental, tendo como recorte temporal o período de 2021 a 2023, uma vez que no ano de 2021 o município de Tocantínia estava começando a retornar suas atividades educacionais no formato híbrido, devido a pandemia da Covid-19, voltando a funcionar normalmente no ano de 2022. Logo, o PNAE cumpre com a responsabilidade de assegurar o direito à alimentação escolar, por meio das transferências de recursos financeiros, pelo Fundo Nacional de Desenvolvimento da Educação (FNDE), aos Estados, aos Municípios e o ao Distrito Federal, sendo um programa fundamental na garantia do direito à educação. Quando relacionado ao seu público, atende as crianças matriculadas nas escolas públicas e filantrópicas e em entidades comunitárias (conveniadas com o poder público) na Educação Infantil (creches e pré-escola), nos Anos iniciais e finais do Ensino Fundamental, no Ensino Médio, na Educação de Jovens e Adultos, na Educação Especial, como também nas escolas indígenas e quilombolas. Os resultados permitiram constatar que o município de Tocantínia, para ofertar uma merenda escolar de qualidade e com isso garantir o direito à educação, necessita fazer complementações superiores a 100% do valor recebido pelo Governo Federal, fato este considerado com uma das incapacidades, uma vez que o peso maior fica a cargo dos municípios, ente federado mais frágil.
Abstract:	This monograph presents the results of a research that sought to reflect on the National School Feeding Program (PNAE) in the municipality of Tocantínia, starting from the following question: what is the contribution of the National School Feeding Program (PNAE) to guarantee the right to education in the municipal education network of Tocantínia – TO? Considering this problem, the study aimed to analyze the contributions of the National School Feeding Program (PNAE) to ensure the guarantee of the right to public education in the municipal education network of Tocantínia - TO. In more specific terms, we seek: to know the trajectory of public policies to guarantee the right to education; characterize the National School Feeding Program (PNAE) and its role in the context of policies to guarantee the right to education and identify the legal and financial (in)capabilities of the National School Feeding Program (PNAE) to guarantee the right to education in the municipality of Tocantínia - TO. This is a qualitative research, carried out through bibliographical and documentary research, with the period from 2021 to 2023 as a time frame, since in 2021 the municipality of Tocantínia was starting to return its educational activities in the format hybrid, due to the Covid-19 pandemic, returning to normal operation in 2022. Therefore, the PNAE fulfills the responsibility of ensuring the right to school meals, through transfers of financial resources, by the National Fund for the Development of Education (FNDE), the States, the Municipalities and the Federal District, being a fundamental program in guaranteeing the right to education. When related to its public, it serves children enrolled in public and philanthropic schools and in community entities (agreed with the public authorities) in Early Childhood Education (day care centers and reschool), in the initial and final years of Elementary School, in High School, in Youth and Adult Education, in Special Education, as well as in indigenous and quilombola schools. The results showed that the municipality of Tocantínia, in order to offer a quality school lunch and thereby guarantee the right to education, needs to supplement more than 100% of the amount received by the Federal Government, a fact considered as one of the disabilities, since that the greatest weight is borne by the municipalities, the most fragile federal entity.
