| Resumo: | A sociedade, em nível mundial, vive crises e conflitos que reclamam a conformação de uma cultura de paz e tolerância. Somado a isso, no Brasil impera um clima de insegurança e de descrédito em relação às instituições públicas e seus agentes. Nesse contexto, a Segurança Pública tem grande relevância na consolidação da cultura de respeito aos direitos humanos e proteção de bens jurídicos dos cidadãos. Afinal, a promoção da justiça não é privativa do Poder Judiciário. Promover a justiça é responsabilidade de todos os Poderes e requer o envolvimento de toda a sociedade. E o Corpo de Bombeiros Militar, órgão de Segurança Pública de elevado reconhecimento social, possui importante papel enquanto educador em direitos humanos, por meio dos seus agentes. É preciso, portanto, que a sociedade reconheça a eficácia destes direitos em relação aos agentes de Segurança Pública, bem como, que estes avancem no sentido do tema, passando a acreditar que direitos humanos estão em defesa de todas as pessoas, sem acepção de qualquer natureza; e ainda, que respeitem estes direitos, inclusive com relação uns aos outros, no ambiente da caserna. Esta dissertação realizará uma análise sobre o papel dos bombeiros militares como formadores na educação em direitos humanos, examinando a possibilidade e desafios de se desenvolver a conformação destes direitos em ambientes militarizados. O estudo tem como objeto a percepção dos bombeiros militares do Tocantins acerca dos direitos humanos, o que foi extraído por meio de questionário não identificado aplicado aos militares. Tem como objetivo demonstrar a necessidade de se realizar uma ampla educação em direitos humanos no âmbito da Corporação. O método utilizado é o dialético, no qual se admite o homem como um sujeito histórico-social, que ao mesmo tempo em que produz a sociedade, por ela é produzido. Serão exploradas em especial as categorias teóricas da contradição, da totalidade e da mediação. Como resultado verificou-se que os bombeiros, potenciais educadores em direitos humanos, não possuem suficiente intimidade com o tema, nem muitas vezes se entendem como sujeitos de tais direitos. Diante disso, se propõe a criação do Núcleo Interdisciplinar de Educação em Direitos Humanos no âmbito do Corpo de Bombeiros Militar do Tocantins, com envolvimento de outros órgãos, professores, pesquisadores e sociedade civil. Será instrumento que poderá influenciar nas relações de poder e no agir, dentro e fora da Corporação, traçando estratégias para aprimoramento da educação em direitos humanos. O desenvolvimento do respeito aos direitos humanos e a consolidação da cultura de paz no Corpo de Bombeiros, certamente, trará importantes reflexos para a comunidade, contribuindo assim, para o bem da sociedade em geral. |
| Abstract: | Society, at a global level, is experiencing crises and conflicts that demand a formation of a culture of peace and tolerance. Added to this, a climate of insecurity and discredit in relation to public institutions and their agents prevails in Brazil. In this context, Public Security has great relevance in the consolidation of the culture of respect for human rights and protection of citizens' legal assets. After all, the promotion of justice is not exclusive to the Judiciary. Promoting justice is the responsibility of all Powers and requires the involvement of all society. And the Military Fire Brigade, a public safety organ of high social recognition, plays an important role as a human rights educator, through its agents. In order to do so, it is necessary for society to recognize the effectiveness of these rights in relation to Public Security agents, as well as for them to move towards the theme, believing that human rights are for the protection of all people, regardless of any nature; And also to respect these rights, including with respect to each other, in the fire station environment. This dissertation will analyze the role of military firefighters as trainers in human rights education, examining the feasibility and challenges of developing these rights in militarized environments. The study aims at the perception of the human rights of the Tocantins military firefighters, which was extracted through an unidentified questionnaire applied to the military. Its objective is to demonstrate the need for a broad human rights education within the Corporation. The method used is the dialectic, in which man is admitted as a historical-social subject, who, at the same time as he produces society, is produced by him. The theoretical categories of contradiction, wholeness and mediation will be explored in particular. As a result, it was found that firefighters, potential human rights educators, do not have sufficient intimacy with the subject, nor do they often understand themselves as subjects of such rights. In view of this, it is proposed the creation of the Interdisciplinary Center for Human Rights Education within the scope of the Military Fire Brigade of Tocantins, with the involvement of other organs, teachers, researchers and civil society. It will be an instrument that can influence the relations of power and in the action, inside and outside the Corporation, tracing strategies for the improvement of human rights education. The development of respect for human rights and the consolidation of a culture of peace in the Fire Department will certainly bring important consequences for the community, thus contributing to the good of society in general. |
