| Resumo: | Os incêndios florestais representam o maior desastre do Tocantins, por ocorrer em todo o território ao mesmo tempo, infligindo situações de anormalidade que afetam a sociedade. E, com o fenômeno das mudanças climáticas, esses eventos extremos se intensificarão, justificando o estudo. Esta Tese contribui para colmatar tal lacuna, apresentando uma análise da territorialização e institucionalização do problema, discutindo queimas, principalmente as ilegais, e as instituições formais e informais. Desse modo, a análise buscou investigar: de que forma é percebido o risco de incêndios florestais e a vulnerabilidade às queimadas ilegais no território tocantinense? De que forma as organizações se mobilizam para enfrentar o desastre no Tocantins? Como as instituições são transformadas, num estado na mira do fogo? E ainda: a gestão do desastre produz governança e resultados satisfatórios? Para responder a esses questionamentos, a pesquisa triangulou métodos na busca de elementos que se autorreforçassem, por meio do estudo de caso, incluindo aplicação de questionários, com os quais foram coletadas 715 participações, que responderam a 14 questões montadas com a utilização da escala Likert. Utilizou-se o método dos intervalos sucessivos e o Alfa de Cronbach, o software SPSS ajudou na análise estatística da amostra. Em outra etapa, utilizou se a técnica de entrevistas semiestruturadas, em que foram ouvidos 17 agentes que atuam diretamente na gestão dos incêndios florestais, das três esferas de governo, escolhidos por critérios não probabilísticos. As entrevistas foram transcritas e inseridas no software MAXQDA. Por fim, uma etapa de pesquisa bibliográfica e documental, que ajudou a compreender como as mudanças institucionais ocorrem e se moldam ao protocolo da teoria de mudança institucional gradual. Os principais resultados apontam para a necessidade de distinguirmos dois fenômenos: os incêndios florestais, que são desastres e necessitam de resposta técnica, articulada, multiescalar e faseada, e as queimadas, que são territorialmente enraizadas nos hábitos, costumes e rotinas, por questões socioeconômicas locais. Por outro lado, se o problema envolve esses dois fenômenos, o melhor modelo de gestão precisa considerar a coexistência com o fogo, já que o modelo de supressão, ou Fogo Zero, demostrou não funcionar. Sendo assim, ao confirmar que temos mudanças institucionais em curso, por meio da análise da política de formação de brigadas municipais, outro resultado é que as mudanças vantajosas em tal quadro analítico perfazem redistribuir poder e recursos para atores e organizações estratégicas, permitindo concluir que, nesse cenário, o ferramental doutrinário da Gestão de Risco e Desastre, aportado pelo Sistema Nacional de Proteção e Defesa Civil é o mais adequado, porque permite atuar na Gestão do Risco (processo), e não apenas na Gestão do Desastre (reação), em sendo a Defesa Civil um “conjunto de ações”, temos instituições em essência, o que permite moldar o comportamento dos agentes. Ainda que a política em curso necessite de ajustes — como incluir a sociedade civil organizada, regulamentar o Manejo Integrado do Fogo, melhorar a fiscalização, dar créditos ao conhecimento dos povos originários, e com isso, conseguir refinar suas ações —, compreende-se que é o modelo indicado para lidar com o problema no Tocantins. |
| Abstract: | Forest fires represent the greatest disaster in Tocantins, occurring throughout the territory simultaneously and inflicting abnormal situations that affect society. With the phenomenon of climate change, these extreme events will intensify, justifying this study. This thesis seeks to contribute to filling this gap by presenting an analysis of the territorialization and institutionalization of the problem, which includes discussing the burning, especially illegal burning, and the institutions: formal, informal, and their transformation. Thus, the analysis sought to investigate: How is the risk of forest fires and vulnerability to illegal burning perceived in the Tocantins territory? How do organizations mobilize to face the disaster in Tocantins? How are institutions transformed in a state in the crosshairs of fire? And further, does disaster management produce satisfactory governance and results? To answer these questions, the research triangulated methods in the search for self-reinforcing elements, through a case study strategy including: Application of questionnaires, where 715 participants answered 14 questions using the Likert scale, the successive intervals method and Cronbach’s Alpha were used, and the SPSS software helped in the statistical analysis of the sample; in another stage, the semi-structured interview technique was used, where 17 agents who work directly in the management of forest fires, from the three spheres of government, chosen by non-probabilistic criteria, were interviewed; the interviews were transcribed and inserted into the MAXQDA software; and finally, a stage of bibliographic and documentary research, which helped to understand how changes occur and adapt to the protocol of the theory of gradual institutional change. The main results point to the need to distinguish between two phenomena: forest fires, which are disasters requiring a coordinated, multi-scale, and phased technical response, and controlled burns, which are territorially rooted in habits, customs, and routines due to local socioeconomic issues. This distinction emerged from the questionnaire responses. On the other hand, if the problem involves these two phenomena, the best management model needs to consider coexistence with fire, since the suppression model, or zero fire, has proven ineffective, as revealed in the semi-structured interviews. Therefore, by analyzing and confirming that we have ongoing institutional changes, through bibliographic and documentary analysis, another result presented is that the advantageous changes in this analytical framework redistribute power and resources to strategic actors and organizations, allowing us to conclude that in this scenario, the doctrinal tools of Risk Management, provided by the National System of Civil Protection and Defense, are the most appropriate because they allow action in Risk Management (process), and not only in Response (reaction). Since civil defense is a set of actions, we have institutions in essence, which allows shaping the behavior of agents through the Fire Committee. Although it needs to include organized civil society and requires refinements in its actions, it is the indicated model to deal with the problem in Tocantins. |
